Description
Deletes a vendor from the database. The vendor is identified by their taxid (EIN).
Rules
1.This action is immutable
2.If the vendor has spend, subs, payrolls, workforce reports associated with a contract, the vendor will be deactivated (unable to be seen from PRISM screens) but the vendor's historic data will be preserved.
