Workforce

Workforce is the tracking and measurement of hours and resources applied to an effort, regardless of pay.  The Workforce capability measures the hours worked against configured collection polices, called programs.  These programs are pre-configured for you but you may add additional programs as your policy changes.

 

Programs

Programs determine collection policies such as:

1How often to collect hours worked

2How do we collect the hours (actual hours per person, hours per category, number of resources worked, etc.)

3Who reports the hours (primes, subs, both)

4What tasks are hours or people being collected (labor craft, job categories, other demographic information)

 

Once this policy configuration is complete and has a name, it can be applied to a contract and the contract collects and tracks the metrics.  There may be more than one program associated with a contract.

 

Some examples of programs are:

1Workforce associated with a Mayor's Summer Youth Program by year in school, trade, hours worked, gender, ethnicity)

2Local Hire to track number of local apprentice laborers

3Veteran Hire First tracks the number of veterans for the return to work

 

Collection

Collecting the hours involves the primes and sub (if policy requires) to download a pre-populated MS Excel spreadsheet, complete it, and upload it back into PRISM.  The downloaded spreadsheet will already have the format to collect data based on the policy.  The spreadsheet also has the vendors employees, with job categories, already prepopulated.  All the vendor needs to do is enter the hours.  Some policies will allow a vendor to use hours entered for certified payroll for workforce reporting.  Based on the policy PRISM will remind vendors to complete the workforce reports.

 

Jurisdiction Reporting

With a Program Policy, a contract identified, and hours reported by vendors, a jurisdiction can begin analyzing data and reporting.
