Specialist are compliance officials assigned to contracts to perform specific tasks.  The specialist configuration allows a jurisdiction to specify which of their users are specialist.

Several things occur when a user is identified as a specialist:

1The specialist receives an email when new contracts are added

2When a specialist uses the add to mine feature in the small hamburger menu in the contracts module, those contracts appear in their "Mine" list

3When specialists are assigned to contracts, they are CC'd on some of the emails sent to vendors assigned to the contract

Clicking the "Notify about new contract" field will alert specialist to new contracts.
