Program and Policy

Everything in Workforce evolves around the Program and Policy.  Workforce is broken down into Programs. Each Program has a Policy and a goal (optional) associated with it.  Think of a Program as a name for a set of policies.  To get started a Program and Policies need to be modified and/or created.

 

We are going to break the creation of a program into three parts:

1Naming the Program

2Configuring the Policy

3Establishing the Goals

 

Once this is complete, the Program may be assigned to any contracts or task orders.

 

Naming the Program

Naming the Program is easy.  Follow these simple steps:

 

From the Configure PRISM-->Workforce Management-->Programs Type menu

 

1Enter the Program name in the last row of the Program Types grid

2Uncheck the visible column

3Click Add

 

 

 

Note: Unchecking the Visible column will make the new program unaccessible to users while it is being configured.

 

Configuring the Policy

Once the Program has been created, the policy can be added to the program.

 

From the Configure PRISM-->Workforce Management-->Programs Type menu

 

1Locate the targeted Program

2Click the "Configure Policy" link

 

Select the "Type of Data to Collect"

This is the most important setting of the policy.  This setting determines how to collect the hours worked by the Workforce.  There are three options:

 

 

Setting

Description

Hours Summary

This setting will collect the total number of hours worked by all resources for the reporting period.  Use this setting if you want a bulk number of hours worked on a contract.  Hours cannot be segmented or copied from certified payroll.

Staff Summary

This setting will collect the total number of people worked by all resources for the reporting period.  Just like above, because it is summary data about all resources, individual hours resources cannot be segmented.

Staff Actuals

This setting will collect the actual hours associated with each resource for each reporting period.  Use this setting if you want to segment demographic data about the resources such as race, gender, job category, craft, or other demographics.  Since the actual hours can always be summarized, this option is the most versatile.

 

3Select the appropriate "Type of Data to Collect" option

 

 

Select the "I Wish to Establish Goals"

This option determines if the goal will be determined based on the number of people or the percentage of people.  For example, if Staff Summary was selected above, should the goal be a percentage 12% or number of people 350.  How will the goal be measured?

What is included in the Data Collection

This option determines whether gender, race/ethnicity, and other demographics are included in the data collection.  In most cases considering race and gender does not make sense.  For example, if "Hours Summary" is the Type of Data, then including race or gender may not add anything serviceable.  However, when the assumption that all the hours are going to a specific race and gender then it is appropriate.  This is rare.

7Select the Special Demographic (list provided from a previous configuration)

 

 

Categories

This option determines what job category and/or labor crafts will be associated with collection.  Will PRISM count the hours or people for a specific job category or craft?

 

 

8Select Job Category and/or Labor Crafts.  If Job Categories is chosen then

Reporting Frequency

How often will vendors be required to report. Reporting can be required periodically or based on the percentage of completion for the contract.

 

 

Periodic Reporting is based on Monthly, Quarterly, Semi-Annually, or Annually

Percentage Complete is based on pre-determined contract completion milestones (based on percentage of prime payment complete)

Vendor Reporting Requirements

This option determines who is required to report, if primes can report for subs, and if a planned workforce report is required.

 

Setting

Description

Allow Primes to Report

Affirming this options allows the primes to report their own workforce.  Otherwise primes would submit their workforce to the jurisdiction for entry into PRISM.

Allow Subs to Report

Affirming this options allows the subs to report their own workforce.  Otherwise subs would submit their workforce to the jurisdiction for entry into PRISM.

Allow Primes to Report for Subs

Affirming this setting will allow the prime to submit workforce reports on behalf of their  subs.

Planned Workforce report required

Affirming this setting will require vendors to submit a planned workforce report prior to submitting actual workforce reports.

Save the Policy

Save all of the settings for this policy.
