An evaluation criteria is a collection of questions regarding a specific topic to be evaluated.  For example, Cost Effectiveness & Efficiency or Accuracy & Technical Skills.  Each of these evaluation criteria may contain one or more questions (called criterion) that determines the results of that evaluation.  Lets take the evaluation criteria named "Schedule & Timeliness".  Its questions (criterion) may resemble:

Schedule & Timeliness (Criteria)

1.Does the contractor arrive at meetings at the prescribed times ready to meet and conduct business? (criterion)

2.Does the contractor deliver contractual deliverable in a timely manner while mitigating delay? (criterion)

Actual criterion has a little more information such as the order it should be asked and what weight it carries in the overall evaluation of a criteria.  That is, some questions may be more important, when evaluated, than others.

Lets take another criteria:

Accuracy & Technical Skills (Criteria)

1.Is the contractor able to cost work effectively?

2.Is the contractor able to create and read shop drawings?

3.Is the contractor able to schedule work, deliveries, and other resources based on contract deliverables?

Below is a screen shot of a list of criteria.  The top tab has a list of criteria.  The bottom tab shows the questions associated with a criteria.
