The Goals tab is where an organization track the goals for the contract.  These goals are pushed to this tab from the Acquisitions module (optional) or entered on this tab.  If a waiver is being granted, the waiver information is added to this screen as well.

The navigation button, located at the bottom of the screen changes depending on the mode of viewing.  Add mode will present the navigation in a wizard format.  The user must visit each tab in order.  In update mode, the user can visit any tab at any time.
