The following definitions and terms are used throughout this document.

The process of a system sending data to another system electronically |

Attainment |
The spend that has been associated with the goal of a contract |
|
A measurable amount of dollars associated with the contract, typically the award amount plus the sum of the change orders |

|
Contract Value |
A measurable amount of dollars associated with the contract, typically the award amount plus the sum of the change orders (where compliance is required) |

An evaluation metric configured to review a vendor's performance on a contract |
|
|
ERP |
The Enterprise Resource Planning system. Commonly used to store manage a jurisdiction's financial information and generate payments to vendors |

Exempt Payments |
Prime payments that will not be used in the calculation of the attainment's total spend |
|
Goal Credit |
The spend that is attributed to a goal on a contract |
|
The process of setting a goal by reviewing the availability of vendors, work breakdown, scope of work in order to establish a goal |

|
Position |
Prime or sub on a contract. This is determined when a vendor is added to a contract. |
|
A policy that indicates a prime must pay its subcontractors within a specified time frame of the prime being paid. For example, the USDOT prompt payment policy stipulates that the prime must pay its subcontractors within 30 days of receiving a payment from the jurisdiction for the work. |

The state of vendor's capability to be prepared to work on a contract, willing to provide goods/services, and the ability to provide goods/services |
|
|
Role |
The goal that a vendor's spend is associated with on a contract. Vendors may be an SBE on one contract but an MBE on another contract. |

When a Prime's participation is some or all of the contract counts towards some or all of the contract goal, the Prime is said to be Self Performing |
|
|
Indicates that a subcontractor services includes being a SMB. Some organizations will only allow a percentage of the spend with the subcontractor to be counted towards the goal. |

Spend |
Any payment or credit made between a jurisdiction and a prime or a prime and sub or a sub to a lower-tiered sub |
|
Any business providing goods and/or services for tender. Prime and sub vendors are not determined until they are assigned a contract. This prevents vendors from being type casted into positions. |
