The Labor Management Module facilitates the management of  labor compliance via prevailing wages and certified payroll automation.  PRISM allows vendors and jurisdictions to Add, Audit, and certify payrolls over the web. PRISM provides this service by maintaining a database of wage decisions and prevailing wages for your geographical area.  When combined with the Survey Center (for site visits), the Correspondence Center (for vendor notifications), PRISM Alerts, and the Report Center, a jurisdiction has everything that it needs to support its diversity workforce program.

Labor Management Process

The Labor Management process comprises the steps involved with adding a payroll from a jurisdiction and a vendor standpoint.  Although the processes are similar, there are some minor differences.  Most of the differences are caused by the extra feature set afforded to a jurisdiction.  Following this workflow will ensure that you have a consistent method of successfully entering employees, entering payroll, performing an audit of a payroll, and certifying a payroll.  

 

Hint: It is very important that you configure your Labor Management Module prior to using it.  Many of the data entry safe guards are based on your configuration. Attempting to use the labor management module without understanding the workflow and configuring it will lead to frustration.

The following steps details the Labor Management Module Workflow.

1.Configuring Labor Management for use (overall use) - This step involves going through the Labor Management configuration screens and deciding how you want Labor Management configured for your jurisdiction.  Here you import new wage decisions and classifications and decide which ones you want to use.  

           This step is normally performed once and then revisited as needed.  This is a step that only the jurisdiction can do.

2.Adding Employees to a vendor (as needed) – This step involves adding the employee information.  PRISM captures information required to do Local, State, and Federal Reporting so this information is required if you plan to generate any reports.  Other information such as labor category, skill level, and local program categories.  This information can be used for completion of the EEO1 form.  This is a step that a jurisdiction and/or a vendor can do.

3.Managing Classifications and Setting up Contracts for Labor reporting (per contract) – This step allows you to determine what wage decisions and classifications will be used on your contract.  Vendor will only be able to assign your selected classifications to their employees.  Subsequently, only those classifications can be used to report payroll.  This process is done for every contract.  This is a step that only a jurisdiction can do

4.Adding payrolls (per payroll) – The step involves entering the payroll data for a particular contract and a particular vendor.  Each employee is entered separately using the same screens.  PRISM can also import the payroll information from an external file.  Vendors can enter this information via the web or a jurisdiction can enter the information on behalf of a vendor.

5.Auditing payrolls (per payroll) – This step involves performing a review of an entered payroll to determine if the payroll meets the prevailing wage and was entered correctly.  This step can be performed by a jurisdiction and vendors.

6.Certifying payrolls (per payroll) – This step involves a jurisdiction or a vendor approving a payroll as an official submission.  This can be performed when the payroll information is entered or at a later time.  An implicit audit is performed with every Certify payroll request.

7.Performing site visit (as needed) – This step involves visiting a job site, conducting a survey of the condition of the job site and even performing employee interviews.  With the PRISM Survey Center, you can create your own survey and interview questions.  PRISM will compile all of the information capture on the site visit surveys and interviews and produce reports for you.
