Goal Setting Overview

Goal Setting is a methodology that PRISM facilitates based on information provided in the vendors records, procurement information, and the weighted-availability values.  The user may use PRISM's recommendation or choose an entirely different goal based on modifying the key indicators for good goal setting practices.

There are several components to goal setting.  PRISM integrates the components in a step-by-step fashion to produce a recommended goal.  Below are factors that contributes to PRISM Goal Setting:

 

Component

Description

Vendor Industries

Industries are used to source availability (i.e. matching vendors' goods and services to those of the procurement)

Procurement Categories

Provide the foundation of the weighted portion of work  Each category is weighted against the availability of the vendors and the percentage of the category to the overall procurement

Availability

Determined by computing the ratio of goal-related vendors (who are ready-willing-able) to all the vendors who are ready-willing-able within the appropriate industry codes.  This is referred to as the PRISM Inventory.

 

The other way availability is determined is by allowing the user to supply a list of availability (based on industry) to PRISM.  When supplied, PRISM can use this User-Defined Availability (UDA) instead of using its own inventory of vendors to calculate availability.

Ready-Willing-Able

A determination that can be made by several factors: Size, Location to Work, Ready-Willing-Able survey completion

 

Goal Setting Models

By adjusting the various components (above), PRISM can recommends different goals percentages.  With each set of adjustments different goals may be recommended. These are refereed to as models.  Models may be saved, discarded, or even copied.  The preferred model is the model ultimately chosen for the procurement.  This presents a powerful collaboration and documents transparency while defending a goal setting methodology with industry-standard goal setting practices. 

 

Roles

There are two roles in goal setting:

1.Goal Setter - The goal setter completes different goal models for a procurement and selects a preferred model

2.Goal Submitter - Confirms the goal or selects a different goal model.  The goal is communicated with the procurement stakeholders

 

Goal Setting Process

1.Select the availability determination that will be used (PRISM Inventory or UDA)

2.Select the goal(s) that will be set during the process

3.View the initial model (create by PRISM automatically)

4.Make adjustments to the availability by modifying:

a.Size requirements

b.Distance from Work Location

c.Ready-Willing-Able Survey

d.Adding/Removing industry codes

4.Save the model and investigate other models

5.Select a preferred model

6.Submit/Communicate the goal
