Spend Tab

The Spend Tab shows up to date analytics about contract spend and attainment.

 

Definitions:

 

1.Contract Value (CV) - The contract award amount + sum of Change Orders (COs)

2.Contract Value (compliance required) CV(cr) - The contract award amount + sum of Change Orders (that require compliance attainment).  This is the number PRISM uses to calculate attainment

3.Prime Payment (PP) - The sum of payment from a jurisdiction to a prime contractor

 

The Spent Tab has three tables.  Each table shows different attainment analytics.  The following are the three tables:

 

Attainment by Vendor Table

 

This table shows the attainment of subcontractors and prime (if self performing).  The table show the attainment based on the FYTD and the entire contract life.

Self Performing Prime Indicator

If a Prime is self performing, they are listed first and their name is followed by "(prime)".  The sub or prime (self reporting) name.  In this case Logic Solutions is self performing 15 as an MBE.

 

Self Performing Prime Adjusted Net Earning

If a prime is self performing, their earnings are adjusted for the self performance.  That is, amounts paid to all subs are subtracted from the earnings to produce 'Net Earnings'.  The Net Earnings is what is used to calculate the Prime's self performance attainment.  The information icon (i) explains Net Earnings.

 

SMB Indicator

This icon indicates that the sub is a supplier (s), manufacturer (m), or broker (b).  Only a percentage of their spend may be counted towards the attainment.  Hovering over the SMB icon will provide information of the percentage.

 

SMB Adjusted Spend

If the sub has SMB involvement, the indicator will display the percentage and the adjusted spend (SMB attainment spend) is shown in gray.  This number is the actual spend * the SMB percentage.

 

Vendor Name

The sub or prime (self reporting) name.  In this case Logic Solutions is self performing 15 as an SBE.

 

Performance Start

The start of the performance period of the sub

 

Performance End

The end of the performance period of the sub

 

Goal/Role

The Role of the sub, as part of the sub plan.

 

Prime Commitment

The percentage and amount (dollars) that the prime committed to spending with the sub

 

Spend FYTD

The spend to the prime or the sub FYTD (as configured in PRISM)

 

FYTD Attainment (CV)

The FYTD attainment based on the contract value

 

FYTD Attainment (PP)

The FYTD attainment based on the sum of payments to the prime

 

Spend (Contract Life)

The spend to the prime or the sub over the life of the contract

 

Contract Life Attainment (CV)

The contract life attainment based on the contract value

 

Contract Life Attainment (PP)

The contract life attainment based on the payments to the prime

 

 

Attainment by Goal

 

The attainment expressed in this table is a roll up based on sub plan role (goal).  If there is a role expressed in the sub plan that is not listed, ensure that a corresponding goal in the Goals tab.  That is, attainment in this table are summations of vendors of the same role.  So, this table expresses the following:

 

A prime is self reporting a MBE at 15%

$48,750 of the prime's earnings will be used to calculate their attainment

There are MBEs that have SMB Involvement as a supplier (S) and manufacturer (M).  The sum of their SMB adjusted spend is $99,050.

 

Goal/Role

The roles associated with the sub plans.  Don't see a role that is in the sub plan, make sure there is a goal in the 'Goals' tab.

 

Self Performing

If the prime is self performing, there will be a prime indicator "(PRIME)" at the end of the role.  This indicates that the prime is self performing this role.

 

SMB Indicators

if at least one sub is a Supplier, Manufacturer, or Broker (SMB), the SMB indicators next to a role will indicate such.  To determine which vendors is/are SMBs, view the previous table

 

Adjusted SMB Spend

When there are SMB subs, the adjusted SMB spend will appear (in gray)  below the actual spend.

 

Adjusted Prime Net Earning

If the prime is self performing, the adjusted prime net earnings will appear (in gray) below the actual spend

 

 

 

Itemized Spend & Goal Credit

 

This table shows prime and sub payments along with other pertinent payment data.  Adding prime or sub spend is also performed here.

Each row of this table represents prime or sub spend that occurred on the contract.

 

Definition:

 

Payee - Prime or Sub being paid

Payee Position - Prime or Sub.  Use the grouping feature of the table or the Prime|Sub filters to segment prime|sub payments.

Payee Role - The goal the prime or sub is fulfilling (performing) on the contract.

Payer - The jurisdiction, prime, or sub that has paid the payee

Goal Credit - The amount of the spend that is attributed towards the attainment of the goal

 

 

 

Program Selection

By selecting a Program from list, the goal credit associated with the spend changes.  For more on Programs, click here

 

Spend Period Selection

This determines the period of spend that will show in the table.  The selection is determined by the 'Payment Date' field of the payment.

 

Grouped Fields

By dragging a field to this area, the table will group the data based on the dragged field.  Clicking 'Save Grid Layout' will maintain this layout.

 

Column Header

The columns may be removed or added to this table. Clicking 'Save Grid Layout' will maintain this layout.

 

SMB Indicator

If a sub is participating as a SMB, the SMB indicator will appear after their name.  Hovering the SMB icon will indicate the percentage of the spend that is attributed to the attainment and Goal Credit

 

Add|Remove Spend

Click this button to add|remove or manage spend associated with this contract.

 

Prime|Sub Only Filters

Toggling these filters will list prime-only, sub-only, or prime and sub spend.  Note: when showing prime and sub spend, the 'Total' (botton of table) is not calculated
